10. The Emims dwelt therein in times past. This is a confirmation of the foregoing declaration, which is, however, inserted by way of parenthesis by Moses himself; for the ninth verse, which I have just expounded, is followed regularly by the thirteenth, “Now rise up,” etc.
It is observable here that Moses, speaking of the Edomites (Deu 2:8), calls them, "our brethren, the children of Esau." Though they had been unkind to Israel, in refusing them a peaceable passage through their country, yet he calls them brethren.

The Emims dwelt there in time past,.... We read of them as early as the times of Chedorlaomer, Gen 14:5 when their dwelling was in Kirjathaim, a city which Sihon king of the Amorites took from the Moabites, and which being taken from him, was with others given to the tribe of Reuben, Num 32:37.
