But Sihon king of Heshbon would not let us pass through, for the LORD your God had made his spirit stubborn and his heart obstinate, that He might deliver him into your hand, as is the case this day.
God having tried the self-denial of his people in forbidding them to meddle with the Moabites and Ammonites, and they having quietly passed by those rich countries, and, though superior in number, not made any attack upon them, here he recompenses them for their obedience by giving them possession of the country of Sihon king of the Amorites.

Or through his country, as was desired: for the Lord had hardened his spirit, and made his heart obstinate; as he did Pharaoh's, for whom he will he hardens; so that he would not listen to the proposals made to him, nor grant the requests asked of him, but with pride and haughtiness...
