They will no longer be prey for the nations, and the beasts of the earth will not consume them. They will dwell securely, and no one will frighten them.
The prophet has no more to say to the shepherds, but he has now a message to deliver to the flock. God had ordered him to speak tenderly to them, and to assure them of the mercy he had in store for them.

And I will raise up for them a plant of renown,.... Or, "for a name"; or, "of a name" (t); a famous one: this is to be understood, not of the Jewish nation itself, as the Targum, "and I will raise up for them a plantation for standing;'' or which shall continue; but of the Messiah, and not of his incarnation, when he sprung up...
