David
Psalm 126:6BSB·traditional attribution

He who goes out weeping, bearing a trail of seed, will surely return with shouts of joy, carrying sheaves of grain.

PSALM 126 This Psalm consists of three parts. First, the Prophet exhorts the faithful, who had returned from the captivity, to gratitude, and highly extols the grace displayed in their deliverance, to show them, beyond all doubt, that they were brought back to their own country by the hand of God, and not by a fortuitous conjuncture of circumstances, or by the favor of men.

He. The general assurance is applied to each one in particular. That which is spoken in the previous verse in the plural—"they", is here repeated in the singular—"he." He that goeth forth and weepeth, bearing precious seed shall doubtless come again with rejoicing, bringing his sheaves with him.

We have here, 1.
