Moses
Deuteronomy 1:36ESV·traditional attribution

except Caleb the son of Jephunneh. He shall see it, and to him and to his children I will give the land on which he has trodden, because he has wholly followed the LORD!’

Moses here makes a large rehearsal of the fatal turn which was given to their affairs by their own sins, and God's wrath, when, from the very borders of Canaan, the honour of conquering it, and the pleasure of possessing it, the whole generation was hurried back into the wilderness, and their carcases fell there. It was a memorable story; we read it Num.

Save Caleb, the son of Jephunneh, he shall see it,.... Enter into it, and enjoy it: and Joshua also; who was the other spy with him, that brought a good report of the land; see Deu 1:38, and to him will I give the land that he hath trodden upon, and to his children: not the whole land of Canaan, but that part of it...

Deu 1:34-37 Jehovah was angry, therefore, when He heard these loud words, and swore that He would not let any one of those men, that evil generation, enter the promised land, with the exception of Caleb, because he had followed the Lord faithfully (cf. Num 14:21-24). The hod in זוּלתי is the antiquated connecting vowel of the construct state.
