My hand laid the foundation of the earth, and my right hand spread out the heavens; when I call to them, they stand forth together.
13. Surely my hand hath founded the earth. Here the Prophet explains more clearly what he meant in the preceding verse. After having spoken of God’s constant and unvarying will toward us, he likewise praises God’s power as manifested by the works which we daily behold.
The deliverance of God's people out of their captivity in Babylon was a thing upon many accounts so improbable that there was need of line upon line for the encouragement of the faith and hope of God's people concerning it.
